Tinian North Airfield
Connico provided scheduling for this airfield project.
Project Details
The U.S. Air Force in collaboration with the U.S. Marine Corps and the U.S. Navy, is rehabilitating North Field on the island of Tinian which is part of the Northern Mariana Islands that make up the westernmost U.S. frontier. This rehabilitation will enable the airfields to become fully operational with the goal to expand U.S. impact on the Indo-Pacific region. Connico provided construction schedule reporting for the project that consisted of reconstruction of Runway Able and associated Taxiways, North Ramp, and Keyholes at North Field. The scope also included subbase removal, subgrade compaction, and asphalt pavement reconstruction.
Connico went above and beyond in delivering value by helping the client visualize how the project would be built over time by creating a detailed visual document that mapped out weekly construction progress. With this innovative approach, the client was given a clear outline of the specific resources required each week, thereby facilitating effective progress tracking and allowing for informed planning of future resource needs. This was Connico’s first time creating such a tool, and it added significant value by bridging the gap between planning and execution—offering a clear, actionable view of the project’s timeline and resource needs.
One of the primary challenges encountered during this project was the availability of equipment and skilled labor. Given that the project was situated on an island, the transportation of all necessary resources added significant logistical complexities and delays. This limitation had a direct impact on production rates, subsequently affecting the overall duration of the project.
To address the challenges of limited equipment and skilled labor, Connico developed three planning scenarios based on varying levels of resource availability. The first scenario assumed no constraints, showing the ideal project duration with unlimited resources. The second scenario factored in on-site equipment limits and capped labor at 25 workers, while the third increased the labor cap to 35. Each scenario produced different timelines, giving the client a clear understanding of how resource availability impacts project duration and how the schedule could be fast-tracked by increasing resources.
